I'm not sure I'd do the food tasting tour. Walk around the city and enjoy it. There are tons of great restaurants in Florence. Trattoria Sostanza is a great example. If you can get a reservation there you should eat there.
One thing you can do for wine tasting within your parameters (i.e. Don't want to drive) is to see if you can get a bus to Greve. There is an incredible enoteca there for wine tasting. The butcher shop in the main piazza was opened in 1729 and there are some good restaurants around the piazza that won't break the bank.
