The tensions are there because people view the DOJ investigations as signs of wrongdoing.

I'm not sure if that's true or not but, assuming it is, it seems as yet another reason why the DOJ shouldn't be involved unless there's sufficient evidence.

What do you think would have happened in Baton Rouge if it was announced right away that the local police were going to be in charge of investigating their own police officers?
When the feds come in it takes some of the focus off the local police.
