Couldn't we just sign over the cap by the amount we expect to get back after June? I know teams can go over but not sure the parameter

No. This is to keep teams from abusing these June 1st cuts to sign big time FAs early on. You get some relief but not all of it until June.
It does give us space to sign our draft picks ($2.4 mil iirc) plus a little buffer for the PS and the 52nd and 53rd players when they start counting.
