To start fixing this state, we need to jettison the entire constitution and start over. Problem with that is that our politicians are all so pathetically bad, I feel the outcome would be even worse.
There is no easy fix here, but LA is currently fricked.
The first step is for LA citizens to admit that their state is shite.
Scruffy isn't moving back there after residency.

In all seriousness though, any ranking of states that doesn't have West Virginia at 50 is shite.
