This is kind of a biased data set and metric that would naturally lend itself to making Cam look bad. It is a bad comparison for players who played before him because their worse games would tend to be at the beginning of their careers before they become experienced starters. You are comparing his developmental years to other qb's prime years in other words. It also is a bad comparison for players who came into the league after him because they simply would not have played as many games as him. It also is a poor comparison to players who came out the same year as him because they also probably will not have started the same number of games as him because they didn't come into the league as an expected starter like him. Maybe if you want to fix this metric to an extent either look at the last 2 years since Cam has started to enter his prime, or compare the first 6 years or 6 years worth of games of his career to that of other qb's.

He had 9/15 games with under 80 last season and 2 over 100.
He had 7/16 games in 2015.
So in the last 2 years, he goes below 80 at a higher rate than his first 4 seasons
