Totally stupid form of punishment. Her life is gone and along with it someones child and the most important person in the world to someone.
And why? So someone could get fricked up and somehow think its a good idea operate a projectile under less than optimal conditions.
This person surely didn't intentionally kill this lady.
But unless one's been living under a rock for one's entire life, it's no secret that impaired driving can kill.

Apparently this driver chose not to consider that and operated his Beemer until crashing into the poor victim.

Perhaps something more severe such as 12 years (w/o parole) in the can will help drive this message home.

Apparently there are some that are either to fricking stupid to get the message or they simply don't care.

So if you're operating a boat and you take me out fishing and we get caught in a storm and the boat flips and I drown, should you spend 12 years behind bars?

That boat would be considered a projectile operating in less than optimal conditions
