the African-American community had precious little, if any, cultural moorings....dang sure weren't European and a healthy segment remains that way. barriers were removed/reduced but the requisite social/cultural competencies were absent and this phenomenon continues to restrain the AA community at large....the AA community has a decision to make...get with the program or remain in your squalor...is their call

And yet they were still a "community" mid-century last . . . Civil Rights/Great Society destroyed THE cultural mooring of the family. Not a popular claim, I'm sure, but tell me I'm wrong.

I would argue, again, that this has to do with social/institutional practices ("the soft bigotry of low expectations") instituted in part by desegregation and social quotas
