It was a joke. Need clearance to get a CAC card. It was just a hehehe. It's ok to laugh.

That's an awfully simplistic way to look at it.
The CAC uses Public Key Infrastructure (PKI) in order to provide authentication and nonrepudiation (digital signatures) as well as encryption for e-mail traffic.
