I agree, that logic is astounding, and flawed.

We have SOME cooperation now, we want to encourage more. We are NOT encouraging more currently with our belligerent attitude.
Mexico has some semblance of a functioning government. If their economy fails completely, we could be looking at a totally failed state, a la El Salvador, Venezuela, etc..., right on our border. That doesn't serve our interest. What does serve our interest is helping Mexico build their economy up, thereby providing Mexicans with incentive to stay in Mexico.
I favor economic solutions with Mexico that are not punitive, and would not work to destabilize our neighbor further.
