Agreed.

I've posted many times on here that military personnel sehouldnt be allowed to get married until they finish their first tour or reach E-5 and should require their commanding officer's permission.

Not a bad policy. Unseen in this is that the indirect compensation like childcare really benefits the NCO/Junior SNCO's. If you want to make officers pay and issue some order barring parents under E4 you'd probably save a large chunk of money. Short of raising pay though, indirect benefits like the CDC are vital to maintaining a healthy NCO population, and a healthy E5-E6 population is probably our second biggest edge (outside of tech) over potential threats.
