The hiring freeze isn't on the military. I think this is someone taking advantage of the ignorant.

And these kinds of jobs (daycare and other MWR functions) are typically NAF positions that aren't funded through the regular appropriations process. Not sure how much that influences how they'll be handled.

Not on active duty military, no. These jobs aren't manned by active duty personnel though. Civilian employees are included though. We are having to push timely waivers ourselves to hire hospital staff to fill positions that are left empty, and hope they get approved.
It's been a short time so it hasn't snowballed much, but hopefully it gets removed shortly
