I'm sure there is at least 1 movie in that list which is funnier than The Hangover.
Over half the movies you listed are over 20 years old.
I would give "The Other Guys" a tie.
Kingpin is probably funnier, but it is well over 20 years old, so is Dumb and Dumber.
Tommy Boy isn't even in the running, with its sophomoric humor (plus it's over 20 years old)

Not really.
There isn't a movie listed before 1994.
So it's a few years - is that really the gripe? You're basically making a statement for an entire generation of moviegoers - and then you say all-time?
So 90's movies that are before 1997 matter.
