What is the difference between libertarian and Libertarian

Yes I know that. The whole " All Libertarians are libertarians but not all libertarian are Libertarian"101 stuff. But did you not understand the Friedman quote? And the colloquial manner in which the term "small l libertarian" is used by Conservatives like Friedman and Limbaugh, among others?
