Goes back to at least Clinton. Clinton changed the military from a warfighting organization to a nationbuilding one - the contractors and brass loved it, because that's actually more costly and timeconsuming than winning a war - like the Marshall Plan for everyone.

It really accelerated under Obama, though, particularly women in combat and transgender nonsense. Things that no only not contribute to the warfighting function, but detract from it. That and the green issues are mind numbing.
