That will do it.
That keeps the H-1B visas tied to the most skilled jobs with the most expertise. That's the original intent of this policy anyways. The super genius that is developing strategy at Tesla or Google earns well above this. The low and mid skilled jobs often do not. Tech companies will be encouraged to start developing people in the heartland where the costs of living are lower. That's what they should have been doing the past 10 years.
