I think someone already attempted to do so. Your dictionary definition of a refugee (can't look up the US statutory definition at the moment) is "someone who has been forced to leave their country ..."
The poster equated it to Jesus leaving Oklahoma and going to California, as Jesus was within the Roman Empire. Is this wrong? I don't know what all locations encompassed the Empire.
If we're going to do a literal reading of the definition I think it's fair to point out what role and authority Herod had, what land he controlled, and if such land was indeed a country.

I was labeled a refugee in 2005 due to a natural disaster. I didn't leave the country. I didn't appreciate that label, either.
