Neither spinoff was cut by Moffat. The Sara Jane Adventures ended when Elisabeth Sladen died (Matt's Doctor actually appeared in an episode) and Torchwood had a season in 2011 (that fricking sucked). Davies then stopped working for a couple years because of personal issues and Torchwood kind of got forgotten about.

What I meant by "cutting all that off" was the complete and permanent divorcing of the Doctor from all those characters. Why spend all that time building a universe of supporting cast just to shitcan it all just when it's hitting its stride?
