People forget that the CBO is often wrong because its mandate is to only extrapolate results based on the data provided to them from political leaders/parties.
They do not randomly do an evaluation on programs, laws, taxes, etc and how they will turn out. They only jump into action when asked and will only evaluate, review, and conclude on information and data provided to them.
So the data is always usually skewed, biased, and given to bring about the desired outcome of the people requesting the CBO's findings.
