Hank and Gomez were innocents IMO- well as innocent/altruistic as an earnest footsoldier in the WoD could be. Hank bent the law here and there in his hunt for Heisenberg, but never anything overtly nefarious.

assault, illegal tracking, and was more than willing to let Jesse die if it meant he could catch Walt. Never mind the pulling strings to keep his wife out of jail. He wasn't the most upstanding individual.
It has been discussed that there are similarities between his storyline and Walts in that they both were willing to take pretty drastic measures to get what they wanted.
Was he ultimately as bad as Walt? No. I mean, he didn't poison any kids or anything, but he definitely walked a line of grey area.
