I don't think this is a case of virtue signalling. It looks more like CYA.
If this guy makes persistent advances it might constitute sexual harassment. This protects them from liability because they didn't tolerate his behavior.
Theoretically he could sue them for the ban, but he's very likely to get laughed out of court if he tries.
