Opening an IRA at Vanguard

Setting up the wife with an IRA at Vanguard. I keyed in all her info and it said it couldn't open it at this time and needed further information through the mail. So I mailed them some paper work. Now they email my wife saying they still need more information.
Is it always this much of a headache to open an account? I get that this is sensitive information, but geez. Anybody else had this problem? Or is this just normal?

I opened up a Roth IRA in about 3 minutes online with them...no issues at all.

That's what I thought too based on what people have said on here. I don't know what the problem is then.

On occasion - It was not the way for me. However, it was for my sister - I helped her set it up. Same deal, mail in paperwork and all. So I called and asked them about it.
Said they have 3rd party authenticity verification and if they can't verify, then you are required to do what you mentioned above - said this actually occurs for about 30% of their customers.
So as for the "is this normal" - according to them, yes about 30% of the time. As for the "why"? couldn't tell you.
