They would never want that highway 4-laned because the traffic backup at that intersection is a real moneymaker for them. There is a road that parallels LA 70 right near the prison with a speed limit of like 10 mph. Cars waiting in line to turn get frustrated and gun it down that road and get pulled over for massive profits.
