Oklahoma has sole possession of the oil and natural gas in the state (Chesapeake and Devon Energy companies). Louisiana Gulf oil is monopolized by Texas oil companies because TX does not want Louisiana to receive revenues, which is probably due to politics and demographics.
I would say Louisiana is in far worse shape than Oklahoma, especially when you consider the demographic situation in Louisiana and the fertility rates. Oklahoma has English Only laws and is extremely strict on illegal immigration, especially since Mexican drug runners tend to target Native American reservations for methamphetamine to exploit that populations' dire situation.
Louisiana isn't seeing much of the Gulf oil wealth because of TX, and the state is extremely dependent on tourism in New Orleans, which doesn't look promising when crime and demographic transitions are factored into the equation.
