Yes it's confirmed.
They attacked Georgia 10 times since Feb. last year. Those IP addresses were also seen on most other states as well although they weren't doing to other states what they were doing to Georgia. Well, none that will admit to it. Better to let Georgia take this fight.
Homeland Security has not provided a good answer as to what happened there. They started out saying it was a rogue employee. Then changed their mind. Now I think they're just stonewalling till the administration is gone before they talk about it.
There's a chance this was a rogue but not in the sense that Homeland is saying. It's quite possible that this was an attempt to hack in that was supposed to be proxied from Russian addresses and the guy doing the pen test left out that proxy so that it would be obvious who was actually making this attempt. The way they went about the attack was not how any nation state would do it. It was designed to be seen and it was unlikely to breach them. If that's the case, they can't afford to go after this guy without the whole thing blowing up even further in their face.
I don't expect we'll hear anything about this till after the 20th. The media will have to be forced.
