i know this as a guy who has worked on multiple DEM campaigns in a red state

a lot of this has to do with the gerrymandered districts in favor of DEMs and the downstream stuff

*ETA: remember the GOP dominates the downstream so those people do go and vote. not true in Cali

One for one by state, no.

The point is a popular vote election would look completely different and using those numbers now is silly.
