they don't have 2 parties like in the US
most of these governments are collections of 3-4 parties. it takes a lot of backroom dealing to work out these big pieces of legislation. when they fail, it's a sign that leader is unable to keep all the parties on the same page. once that happens, you either wait until you're replaced or you resign. the honorable thing is to resign b/c fighting is against protocol and very wasteful (and may hurt future coalition opportunities for your party)
