It's not hard...Americans didn't know the Fedgov was spying on them until Snowden outed it...
Meanwhile there's a billion dollar massive computer housing NSA facility in Utah that's job is to spy on everyone. That place employs hundreds.
Humans have difficulty adding factors to get a sum.
