There's a female engineer where I work that does this and we always mock her, "soooooo...."

She gave a training presentation and did that thing you described with making the inflection to where a sentence sounds like a question.

Another thing they do, say the word "amazing" for everything. "That lunch was soooo amaaaazing!"
