Recruiters are VERY shady and do have quotas, BUT during my time recruiting I never had a quota for a specific job, just a category. Meaning above a 50 test score or below.
Keep in mind if he goes reserve or guard he will be very limited on the jobs available to him. He will only be offered jobs/positions available in the units he can be assigned.
As for active, with an 81 he will be qualified for plenty, but will only be offered jobs that are available during the time he is planning to enlist. There's over 270 jobs in the Army, I've never seen more than 30 presented to an applicant regardless of test score. Again, it depends on what's available. Test scores are good for 2 years for all branches regardless of who he took the test for.
