For someone who is admittedly clueless about the process and logistics what you're attempting to do is quite wise.
To answer your most important question, YES, once you have 1,000 invested in that target date fund then you can continue buying into that fund with a MINIMUM of $100 per deposit. Since you're buying a Vanguard fund, there is no commission.
If you don't want to try to get any cuter than that, just keep buying that target date until you reach $10,000.
THEN switch to Investor Shares...THEN come back to us. Ragacamps gives good advice, but it doesn't seem that you to be too active with your account...am I wrong?

you are not wrong. I just want to be able to deposit money every pay period without the having to worry much with how the investment process is done. I have zero knowledge of investing. I figure if I want to get anymore detailed about anything then I can worry about that later...maybe later on I'll come back and say hey, I was able to max out my Roth contributions for the year...now what? Beyond that, I just want to start saving for retirement.
I'm 33, to answer the other question posed. Getting a late start to the process, but being in debt and having no work 401k to worry with, I've just been focusing on paying off my student loans/car up until this point.

The way I'm doing it now is having some go into my funds 5 days a week.
When I fund my IRA I set up daily automatic investments 5 days a week.
Think I have it set to 60 bucks a day spread with my three funds.
You can dollar cost average with mutual funds.
Vanguard hasn't stopped it yet and I've been doing it for two years.
