IF they violate ANY law then come down on them with the wrath of hell. Put their asses in jail for maximum duration.

Otherwise ignore them - perhaps even mock them - The only response to their tantrums should be akin to what you would do to someone's unruly kid disturbing the atmosphere in a good restaurant. Shame those who allow such behavior.
