Find where they are breeding and focus on improving the drainage or removing items that water collects in. Might be underground culverts, pooled water under house, roof gutters that don't drain, old buckets/trash cans, tires, etc.
If you have areas that won't drain for a couple days after a hard rain, you can spray them with bleach whenever the water collects and it'll kill any larva in the water. It's a constant vigilance thing though.
If the water is in a neighbors yard though and you cant do anything about it, you can clear your yard of excess foliage which eliminates places for them to land and hang out.
Screened porches are nice, too.
