you can find kickass house parties in any city. A house party isn't really a location based thing
UT students,for the most part, live in apartments since rent is so insane there.

That's my point. While NOLA might offer more of a "bar scene" to 18-20 year olds than most other places in the country, college kids looking to party aren't gonna be stopped anywhere.
