Honestly think a list like this is fluid. It really depends on the landscape of college football at that moment.
For instance,I wouldn't rank USC ahead of LSU right now. My reasoning is because USC currently has an unstable Athletic department. They've had 3 different head coaches since the start of the decade. If they are to fire Helton (AFTER 1 freakin season) that would be 4 new HC's.
