NFL thought this would encourage more players taking a knee in the end zone. However, Special Teams coordinators are kicking it short and forcing returns because they don't want to give up those 5 yards.

If they want to deter kick returns, they need to amend the rule. Retirn team downs it in the end zone = ball on 25. Kicking team downs it in the end zone or kicks out the back = ball on 20. That way kicking teams will try to boom it (or sky it and try to pin the other team back) and receiving teams will down it when they can.
