Uber prices the ride. They can't predict whether the driver will be able to get a ride back or not. So it really isn't on Uber to create a surcharge. If they do then it will be spread across all rides and everyone will pay more.

It seems to me that you took the right approach by letting the driver know ahead of time. Not sure if you did, but it probably would be a good idea to let him also know ahead of time how much cash you will be tipping on top of the Uber fare. That way they may be more willing to accept the ride if it becomes mutually beneficial.
