This is true but it underplays the effect his recommendation will have. Most of the people voting don't know the difference between a red snapper and a red corvette. Charlie's sales pitch will go a long way in affecting the vote.

Keep in mind this is a sales pitch by a former US congressman who has clout with buddies in DC.

You're exactly right. The fight for red snapper only matters to people who want to go fishing. There aren't enough of those people to swing a vote one way or the other. Ergo, if they frick over the rec guys and give the commercial fishery what they want they keep bother their job and the money from lobbiest.
As long as Charlie Melancon wants the red snapper fishery to be tilted in favor of the commercial fisherman, the fight is as good as lost. JBE will not fire him over it, and it's pleasurable any bills past by the legislator in favor of the recreational fishery will simply be vetoed.
