What we're talking about here are people that pay in their entire lives with money they earn by going to work everyday. Then comes an emergency situation which is the entire reason a program like FEMA even exists and they're offered a loan.
You could have taken that money that went to FEMA, put it into a savings account/emergency fund, and had it available without having to apply for a loan and pay interest on the funds.
