If you look at the photos closely, you can see the south side of I-12 is dry. The barrier in the middle is holding the water back.
Heck, you can see grass, and the black road! The barrier in the middle IS acting as a dam!
The Mayor of Walker is right. If that barrier wasn't there, the flooding would be more evenly distributed on both sides of I-12. Look at the photo - it's obvious!
