It has a saturation point. If I had let it sit longer, it would have separated with the water on the bottom.

Gasoline is not water soluble. Ethanol most certainly is. The water and ethanol blended in that picture will fallout of solution eventually. That's called phase separation.
Ethanol blended fuel looks exactly like OP's picture when it gets water in it.
