Screw a test. Some form of property ownership and public servants (teachers, EMS, LE, soldiers, etc).
Property owners - because taxes affect them a lot more and it shows that they are willing to invest in the community in which they own property.
Public Servants - because they are actually trying to help the community.

Now that's crazy. You'd be taking voting rights away from about 3/4's of Americans ages 18-35, many of whom live and work in the community, and pay taxes just like everyone else.

What's really going to happen is that minority of people that own property are going to end up owning all property, and collectively, will drive up rent and drive non-property owners into poorer, lower classes, because they can't vote to protect their interests.
