I think that's correct. No flights have arrived at MSY since 3:53pm, already a few diversions to BTR from LGA and DEN.

Wrote a paper on that crash (have an aviation degree). You are correct and that crash spawned all sorts of changes to how the industry monitors and deals with windshear and microbursts.
