I had a similar experience several years ago when I put my Blackberry on Craigslist. Several people offered me more than I was asking if I would ship to Africa. I decided that something didn't sound right so I just sold it to a local buyer for cash money.

You can get a phone number with any area code with google voice. I used google voice to communicate the one time I sold something through craigs list. Area codes don't necessarily mean much anymore. Also, if it's google voice then signing him up for whatever isn't going to do much damage as he can very easily just discard the number and get a new one.
There's nothing else to do other than move on and not fall for his shite.
