link to an leo forum on this very topic ... posts are several years old, but some of the comments are interesting ... no definitive answer on whether or not it's legal to refuse to roll down a window ... assume it falls under 'failure to comply' ... one guy said he just starts talking as softly as possible until the person rolls down the window ...
