What's up w/ all those cars not yielding to the cop or slowing down at all?
He definitely lowered his arm before getting shot. Look for the dark area between his neck and belly. When his hands are up there is no break in his wifebeater, then arm comes down, you can see two segments of white t-shirt separated by his arm. Boom. man down.
