Its not just buying the cameras, its maintaining and storing the videos as well. Larger departments have entire sections with 6-12 people dedicated to just maintaining in dash camera videos that are recorded on VHS/DVDs, now you are going to throw body cams in. Then theres converting old footage to new digital, which then brings servers into the mix. Its not cheap by any means and not every department can afford it and the fed can't float every single dept in america.

I'm not against cameras, but its not at straight forward as everybody thinks.

I know I'm oversimplifying it, but I do think that the money is there for most departments. When police want something bad enough, they usually find a way to pay for it. I'm sure the same things were said for dash cams at one point.

You are right about the logistics of maintaining the footage, but there are already a few third party companies that offer this service to departments, and I'm sure many more would sprout up as this new market develops.

ETA: as a citizen, I would even go so far as to support a local tax increase that would be earmarked for this.
