Can NY still be considered to be trending up? Crime is under control for a city of it's size, best transportation anywhere, cheap flights to Europe with more coming
New Orleans was easily on the list 2 years ago, but it seems the crime isn't improving at all

I was thinking New York as well since many of the old, beat down neighborhoods have been gentrified.

I wouldn't say trending up, but I would say that subway ridership is increasing to historic levels while subway expansion remains stagnant. For example it could be another 40 years if ever before all phases of 2nd avenue subway is complete.
Ironically there are less people in Manhattan now than there was in 1920.
