Dealing with family partitions in ascension parish?

Does anyone have any experience with Family Partitions in Ascension Parish since 2015? I'm looking to purchase a tract of land but have discovered that I must own it for 3 years before diving it up into 1 acre lots to sell and I can only divide it by family partition. Is there any way around that?
Any other information on it?

Sure, make it in to a small subdivision, apply for council approval, put in sidewalks and green spaces, pay for a drainage study, pay the impact fees and every other regulation the government can come up with

Or just give a $500 campaign donation to Matassa's little sawed off arse, and he'll make sure you get to leave voice mails describing your pimphood status, priority subdivision fast track approval & fire one government employee of your choosing.

Not that I know. The whole point of this is to put a burden on people trying to snatch up land and develop it into subdivisions. They're actually being somewhat proactive in trying not to outgrow the infrastructure anymore than they already have.
ETA: Pretty much stop exactly what you're trying to do.
