Joffrey's mentality isn't due to incest. It's due to Robert essentially not giving a shite about him and his mom raising him to be the king. He also had 0 friends so his social skills are entirely lacking. In the end I'd have to say Joffrey was a greater villain because he was so unpredictable. There are so many layers on why he is the way he is and his motivating factors can be on what he feels like a certain day.
