I'm guessing the developers would put more effort into the Neo version of the game compared to the base version of the game. Kind of like how developers had to create games on PS3 and PS4 simultaneously and the PS3 version, although expectedly lesser in quality, would suffer compared to previous PS3 titles.

It's nothing like the above.

The PS3/PS4 was different archetecture, the upgraded GPU in the PS4/4.5 is still GCN.

You do realize this is completely different right? They are talking about building ONE version of the game, and using base "mode" (think graphics settings on PCs) for PS4 and cranking up the textures and whatnot for the "NEO" version. There is no two versions of the game. What we are talking about here is "HIGH" or "LOW" graphics settings for the PS4
